letter sent to Catherine Ashton and the Belarus Ambassador, in ICARJ's name

attached you'll find a letter sent to Catherine Ashton, the EU's High Representative for External Relations, on behalf of ICARJ, regarding Belarus.  I only 'signed' the names of those who wrote to me and said it was OK, I amneded the text as requested to do so, and I appended info on the actions of those Coalition members who sent me info.

to His Excellency Valdimir Senko, the Belarussian Ambassador in Brussels, I only sent the first part.
